Q: Is this meant to be mixed one hundred to one ? or can it be used fifty to one? my motor is a 1989 evinrude 200 hp

This oil is intended to be used in newer 2 stroke motors with oil injection systems. I suppose you could pre-mix it, but I'd use a much cheaper oil for pre-mix in an older motor. The mix ratio is up to your engine, not the oil. Use whatever mix ratio your engine's manual calls for.
